This may be a stupid question but here goes.
You would only do a specialization when you are bulking right? It wouldn't make any sense otherwise right?
My brain is fryed today.

I would say yes cause if you are wanting to grow you have to be eating more so it would make since to only do it during a bulk but I'm sure that you could do it with a cut too just not get as much results like you would with a bulk.
I have to do a mini specializtion right now during my cut cause I can't train legs at the moment.
what do i know? I'm pretty sure a specialization IS the same as a bulk but you're concentrating on certain specific areas. Like say shoulders for me. So you must be eating at a surplus yes.

Correct.
Specialization is a time of concentrated training for a given muscle group or two, with the obvious goal of better muscular development. So therefore the same dietary rules apply as if you were just seeking generic, overall gains.
You still need to provide enough raw materials to support the growth.

Not necessarily. A bulk does not necessarily equal a specialization phase on a bodypart. A specialization phase usually entails increasing the volume for 1-2 bodyparts and focusing on bringing up these 1-2 bodyparts, while keeping all other bodyparts at maintenance volume. You usually only specialize for 4-6 weeks before switching over to a different bodypart.
