Why can't I see journals

I'd like to start a journal and also view existing ones, but for some reason the option isn't listed. When I try to open an existing journal by clicking a link in a message I get this error message: "This menu has been disabled"

I believe it's set so that users need to have a minimum number of posts first.

I am having the same problem, except mine says I "do not have permission." But my friend sent me her journal because she wants me to read it...oofff...
