I would like to eventually start doing HIIT (outside). My problem is that I just started running again, so I'm sadly out of shape! I don't feel like I could add sprints into my jogs quite yet. There are hills in my neighborhood where I run though, so I was wondering if running up these would count as my high intensity intervals? At least until I can add sprints too, of course.

Probably wouldn't be HIIT, but there is nothing wrong w/ working up to it. :)

The thing is HIIT can really be done by anyone at any shape as I understand it. You might not be going very fast but if that is your max - then so be it. Try walking for 40 sec and then running as fast as YOU can you 20.

Just work on increasing your intensity over time. For now, alternating jogs, or even 'quick runs' with walks would be perfectly fine.

Just train to your own abilities. They'll quickly improve with time.
