If one is looking to take in approximately 30 grams of carbs post workout, what is an acceptable number of sugar grams? Ideally, what percent of the carbs can be sugar?

They could all be sugar.

Up to 30.
Now, I don't personally think sucrose makes for the best PWO carb, but really, it's probably not going to make a whole heck of a lot of difference either way. Focus on getting enough first and foremost.
I've many a time derived all my PWO carbs from low fat ice cream sandwiches. No ill effects whatsoever.

What do you believe makes for the best PWO carb, if not sucrose?

Sina, you know what tha means... that can theoretically be Kettle Corn. :D
Maltodextrin or a maltodextrin/dextrose mix. I've even used Vitargo which is a waxy maize derived carbohydrate (comes from corn starch). Higher molecular weight/lower osmolality and thus faster transit time.
When I'm dieting, I like to get my PWO carbs from food, not liquid carbs like the above.
When bulking I do both - liquid carbs plus something solid like a bagel.
