i have been using this full body routine workout now for 2 weeks and am still alittle confused. do i add weight reach set or every week?
Then if i am following this workout i should only do cardio on my off days and that should be hiit.

They're two different approaches. One feeds into the other.
As for cardio, I'd suggest doing intervals on the days you lift. It'll give more systemic downtime.

I agree.
Let me make it easier.
For four weeks, keep the weight the same. Maybe add 5-10 lbs a week, but if you can't complete all the reps on all the sets, don't increase it.
For two weeks, add weight each set up to a max.
Rinse and repeat.

i can complete all sets with my weight, should i be adding weight? or maybe i am just not using enough to begin with. Should i be using 60% of my maxiuim or more or less can you tell me the average?

Percentages of max are pretty much useless for things like this.
I'd say to start out intentionally light, adding weight each week and aiming for it to get hard about 3-4 weeks in.
Spend a few weeks where you fight to get all the sets, then drop the weight back and start over.
